Sound Problems

Guys, I'm gonna need a bit of help. I run on a Windows Vista 64 Bit. Today when I started my computer everything was fine. But later on, it seems that sounds from YouTube videos and the computer starting up, browser sounds and everything just stopped playing.
On the Sound Table "Windows Sounds" are on maximum, along with everything else. I did a bit of research and people keep saying "reinstall your sound board", thing is mine is an onboard one.
I did find this site that says it can fix this problems but I dont know if its safe or not.

If you guys know any other way I can fix this, please tell me as soon as possible.
